The Recruiter will collaborate with hiring managers to identify and match candidates to specific needs; perform all aspects of recruiting activities for both internal and external positions (sourcing, screening, interviewing, selection, and closing); utilizes a variety of effective sourcing techniques; performs compensation analysis; make salary recommendations; work to achieve metrics and goals including quality of applicant pools, diversity, number of hires, and time-to-fill; represents the Laboratory at recruiting and diversity events; ensures compliance with all applicable employment laws and policies; develops and manages effective working relationships with Managers, HR staff, and staff throughout the Laboratory; provides direction/guidance to a Human Resource Assistant in the course of performing various recruiting services, and travels as required.
Internal clients include: Lab management, other Staffing Specialists, Human Resource Managers, HR compensation & benefits, EEO/AA, legal, HRIS, and other staff members.
External clients include: potential and actual candidates and applicants, professional associates, peers at other Battelle-managed laboratories, university/college contacts, and a broad network of professional and outreach contacts.
MINIMUM REQUIREMENTS:
Bachelor's Degree plus seven years of direct recruiting experience, or advanced degree plus 4 years of direct recruiting experience required, preferably at a recruiting agency. Preferred candidate has scientist and engineer recruiting experience. The ability to sell PNNL and what we have to offer and talk about making a move. MS Office/Computer skills a must.
QUALIFICATIONS:
Candidate must have a demonstrated working technical knowledge of advanced recruiting techniques including standard and non-standard recruiting methods, internet mining, direct sourcing, and networking with referrals for leads. Must possess the ability to strategically partner and interface with managers at all levels to identify and timely produce qualified applicant pools; be familiar with an automated tracking system; have knowledge of applicable employment laws. Must have a proven record of analytical abilities, attention to detail, and excellent written and oral communication skills. Must be able to inspire trust and effectively consult, coach, lead and influence others.
