This position is responsible for directing all URS Washington Division Talent Acquisition activities including:

  Lead the Talent Acquisition organization.
  • Direct, manage, develop, and evaluate the recruiting and support staff (30 to 40 employees).
  • Develop and maintain relationships with Business Units to insure customer satisfaction.
  • Perform coaching, mentoring, and management of assigned staff to include completion of performance appraisals and administering appropriate corrective action.
  • Complete administrative responsibilities such as: approve timesheets, TEA’s, travel authorizations for Talent Acquisition staff.
 Manage and oversee the Talent Acquisition organizational activities.
  • Create, maintain, and audit all associated systems, procedures, and processes.
  • Manage the Talent Acquisition budget.
  • Manage and oversee the Division’s Talent Acquisition System (currently iRecruitment but transitioning to Virtual Edge).
  • Responsible for training business unit managers, users, and Talent Acquisition staff on recruiting processes and procedures.
  • Direct and manage the Employee Referral Program.
  • Oversee the development, planning, scheduling, conducting, monitoring and reporting results of recruiting events for Talent Acquisition team.
  • Manage the Talent Acquisition pages on Virtual Office and all external websites.
 Ensure Legal Compliance.
  • Manage and oversee the Division’s contracts with search agencies, contingent staffing agencies, and advertising vendors to ensure compliance with all state and federal laws and regulations, as well as, Division goals.
  • Ensure OFCCP compliance in all Talent Acquisition activities by creating, maintaining, documenting, publishing, reporting, and auditing all staffing processes and procedures to insure legal compliance, as well as, the Division’s goals.
  • Coordinate with the Communications and Marketing Departments to ensure compliance and consistency in all advertising.
 Maintain and continuously improve competitive position.
  • Seek, develop and implement recruiting best practices by benchmarking competitor techniques/sources and continually pulsing to increase our competitive advantage.
  • Develop, implement, and oversee strategic and tactical recruiting plans including workforce mobility, direct hire, contingent staffing and search agency hires.
  • Monitor and evaluate all recruiting sources to continually assess those most effective for given skill sets, e.g. job posting advertising, networking, employee referrals and aligning with more talent providers for specialty resources.
 Basic Qualifications:
  • Bachelor’s degree in human resources, business administration, or demonstrated equivalent;
  • Extensive experience in all areas of Human Resources with 8+ years in Human Resources management with 4 years experience in recruiting and staffing;
  • Excellent leadership skills;
  • A successful track record of sourcing and recruiting using multiple strategies: internet, direct, cold calling, networking, professional associations, job fairs, print, referrals, outplacement, and other media outlets in order to source candidates;
  • Extensive knowledge of employment labor law including EEO/OFCCP regulations;
  • Strong communication skills including verbal, written, presentation, and interpersonal skills;
  • Must have a positive attitude and approachability to applicants/candidates, hiring managers, recruiting team, and Division management;
  • Ability to travel as needed.
 Preferred Qualifications: 
  • Master’s Degree;
  • PHR, SPHR, or GPHR Certification;
  • AIRS Certification;
  • Human Resources training experience;
  • International recruiting experience;
  • Prior experience directing and managing a large Talent Acquisition function with 40 – 50 direct hire and contingent staff recruiters;
  • Experience directing and managing an electronic talent acquisition system (resume database);
  • Experience directing and managing contracts with staffing firms, contingent staffing agencies, and advertising vendors;
  • Experience developing and managing assigned budget
  • Demonstrated ability to formulate, recommend, implement, and establish Talent Acquisition policies and objectives in accordance with objectives and strategic goals of the organization;
  • Proficient use of MS Office software applications including:  Word, Outlook, Excel, PowerPoint and other job specific software.
